The Administration Council is appointed by the Municipal Assembly of People's Power, to which it is subordinated and accountable. This structure is based on the constitutional concept that the municipality is the local society, with legal personality for all legal purposes, politically organized by law, in a territorial extension determined by the economic and social relations of its population and with the capacity to meet local minimum needs.
It is also collegiate in nature, directs economic, production and service entities at its subordinate level and its primary function is to promote the economic and social development of its territory. The Administration Council is made up of the President of the Local Assembly of People's Power, who chairs it, a Vice-President for the Administration Body, the Secretary, the other Vice-Presidents, as well as other members.
